Lottery

Today I read about a US lottery went up to 550 million USD. And the lottery slogan wrote "All you need is a dollar and an effort"...noticed that it is not "all you need is a dollar and a luck."

I suppose effort play an important role than luck. If you have luck but didn't put an effort, you will never know. Perhaps?
